Hundreds of #CivilServants in Hong Kong reportedly refuse signing the allegiance declaration and expecting to resign from Social Welfare Department
The Civil Service Bureau issued a letter to all departments in the middle of January 2021, demanding all civil servants to sign a declaration of allegiance within 4 weeks. They have until the end of February to return the declaration, those who refuse to sign may be asked to quit.
The Social Welfare Department currently has more than 6,000 staff members, a current staff revealed that more than 100 people, including social workers and administrative staff, are rumored to be resigning from the department.
Kim, a staff who did not want to disclose their job title or name, mentioned to Stand News reporters, saying that he is still torn between whether to sign the declaration or not. The staff said that there is a lot to consider, for example, whether or not there are consequences to signing or whether he would be held accountable if he refuses.
He said he would have to cross a psychological hurdle to leave such a secure job in the current economic environment.
He also described it as a choice between "bread or dignity" "It is written on paper that we have to be loyal to the SAR and to the Basic Law. However, everything that has happened in the past year or two is still fresh in my mind. I still vividly remember those who went on the streets to protest against the power and how the government has treated them, signing the declaration makes me feel like I am surrendering to the regime."
"Should I remain at my job so that I can play my role and fulfill my responsibilities from the inside? or is this the moment when should I stand up for what I believe is right? I will have to make a decision."
He also said that not only civil servants but everyone under the National Security Law are either those who cannot speak freely or are faced with a difficult decision. He said, "In this era, I believe that people with a conscience will need to make a choice on when is the right time to take action to declare their stance."

UK Revokes a China's Media CGTN Broadcasting license and Beijing Rebuts BBC as "Fake News”
China Global Television Network (CGTN), a subsidiary of China’s state-owned China Central Television, has been repeatedly questioned as biased. The Office of Communications (Ofcom) in the UK announced to revoke the local broadcasting license of CGTN today. On the other hand, the Chinese Foreign Affairs Ministry criticized a BBC report from last month as fake news linking politics to the pandemic and asked for apologies.
Ofcom confirmed on Thursday after the investigation that Star China Media owned the broadcasting license of CGTN. However, this company has no right to control the editorial content of this station. Therefore, it does not meet the legal requirements for the license.
CGTN once requested to transfer the broadcasting license to a company called China Global Television Network Corporation. However, as the “important information” for the application is missing and the company are ultimately controlled by CCP, Ofcom refused the request for license transfer. Ofcom emphasized that they have already given enough chance to CGTN, but they still failed to comply with the law, so they decided to revoke its license.

At around 7pm on February 22, 2021, 64-year-old #GrannyWong arrived on the scene to pay tribute to Chan. She displayed a handbill that read, “Truth: Excerpts ≠ All”. Wong stood there on her own and chanted pro-democracy slogans.
Moments later, she was intercepted and searched by police officers nearby. Wong was later being arrested for inciting public disturbances and on suspicion of misconduct in public places.

A friend of her visited Chow during the Lunar New Year and wrote on her Facebook afterwards. She said Chow’s life in prison was mostly about reading, listening to the radio and looking forward to receiving letters.
She said Chow has just finished reading #NorwegianWood and wanted to carry on reading books by Japanese authors #HarukiMurakami and #KeigoHigashino.
Chow told her friend to send gratitude to her supporters, saying that she is working hard to adapt to prison life.

US Secretary of Commerce Designate Gina Raimondo made her first clear statement to Chinese telecommunications equipment manufacturer Huawei. She indicated that there is no reason to move out Huawei from the sanction list of US and cancelled the sanctions. She also described Huawei as “untrusted”, threatening national security in the US. Therefore, the US will cooperate with other allies to exclude untrustworthy Chinese companies from the construction of telecommunication networks.
When Raimondo attended the congressional nomination confirmation hearing last Tuesday, she did not state whether to continue to block Huawei. She made a written supplement to Congress this Thursday, indicating that she could not see any reason to remove Huawei from sanction list. “Regarding Huawei, let me make it clear: it is a security threat for the US and our allies if we use untrustworthy suppliers to produce telecommunication equipment.”

The Liberal chair of the Commons finance committee says a budget recommendation calling on Ottawa to pull out of the Beijing-backed Asian Infrastructure Investment Bank should serve as a “wake up and smell the roses” moment for Canada.
Liberal MP Wayne Easter, who also served as solicitor-general under Jean Chrétien in charge of Canada’s security agencies, said that Canada needs to recognize the serious threat China poses to western democracies. He also criticized the fact that universities are still conducting research projects with Chinese telecommunications giant Huawei.
The Globe and Mail reported Monday that the Natural Sciences and Engineering Research Council (NSERC), a federal agency, is collaborating with the Canadian arm of Huawei to fund the studies.

In Hong Kong, a number of pro-democracy figures in Hong Kong were accused of "organising and participating in the an assembly at Victoria Park on August 18, 2019 during the Anti-ELAB movement.
Among them were Lee Chu-Ming, Founding Chairman of the Democratic Party; Margaret Ng Ngoi-Yee, barrister and ex-Legislative Councillor; and Jimmy Lai Chee-ying, Founder of Apple Daily. They were charged of "oganising and taking part in an unauthorised assembly". The trial began in court on Feb 16, 2021.
In Germany, #GydeJensen, the youngest female member of the #GermanParliament, showed support for the pro-democracy activists in Hong Kong. She uploaded photos of her holding up a sign which said “WE STAND WITH HONGKONG”. She also mentioned that she had made motion in the parliament, urging #Germany and the #EU to show more concern on human rights issues.
Jensen stated that the prosecution of the pro-democracy figures was undoubtedly a political one, and was part of Xi Jinping’s plan to silence the democratic movement in Hong Kong, so that Hong Kong people would give up their hope on freedom and democracy.
Jensen warns that the agenda also applied to the international level. She stressed that international figures could not let themselves get numbed by Hong Kong’s current situation, nor give up on Hong Kong’s democratic advocates.

Among them were Lee Chu-Ming, Founding Chairman of the Democratic Party; Margaret Ng Ngoi-Yee, barrister and ex-Legislative Councillor; and Jimmy Lai Chee-ying, Founder of Apple Daily. They were charged of "oganising and taking part in an unauthorised assembly". The trial began in court on Feb 16, 2021.
In Germany, #GydeJensen, the youngest female member of the #GermanParliament, showed support for the pro-democracy activists in Hong Kong. She uploaded photos of her holding up a sign which said “WE STAND WITH HONGKONG”. She also mentioned that she had made motion in the parliament, urging #Germany and the #EU to show more concern on human rights issues.
Jensen stated that the prosecution of the pro-democracy figures was undoubtedly a political one, and was part of Xi Jinping’s plan to silence the democratic movement in Hong Kong, so that Hong Kong people would give up their hope on freedom and democracy.
Jensen warns that the agenda also applied to the international level. She stressed that international figures could not let themselves get numbed by Hong Kong’s current situation, nor give up on Hong Kong’s democratic advocates.

Hong Kong Bar Association: Immigration amendment bill may affect HKers' Freedom of Movement
The Hong Kong Legislative Council (#LegCo) has been deliberating a proposed amendment bill to the #ImmigrationOrdinance, which would empower the Head of the Immigration Bureau to forbid passengers or crew members from boarding a plane.
The Hong Kong Bar Association (#HKBA) issued a statement on February 16, 2021, pointing out that the proposed amendment might hinder citizens’ rights to leave Hong Kong and contravene the #BasicLaw or the Hong Kong Bill of Rights Ordinance.
The Bar Association pointed out that there was a Court of Final Appeal case which stated that discretion could not be exercised lightly if the legislation involved restrictions on basic human rights.
The Association reiterated that the government should make it clear in the amendment bill so that the Ordinance would not be interpreted too loosely.
Given the general nature of the primary legislation, if the government wanted to reflect the legislative intent, it should clearly stipulate that the Head of the Immigration Bureau could only exercise limited powers in relation to incoming flights.
